CITY OF PAGE APPROVES AMENDMENT TO REAL ESTATE AGREEMENT WITH TREBOL HOSPITALITY

City of Page Approves Amendment to Real Estate Agreement with Trebol Hospitality

 

Page, AZ — At its regular meeting on March 25, 2026, the Page City Council approved Ordinance 750-26, adopting an amendment to the existing agreement with Trebol Hospitality for the sale of additional City owned property located south of Highway 98 for inclusion as part of the development for a proposed luxury resort.

The approved amendment includes the sale of additional acreage that includes a portion of the Red Mesa trail system. The additional land area is intended to support security considerations associated with the resort.

The original agreement for the sale of approximately 247 acres of City owned property to Trebol Hospitality was approved in December 2024.

At a special meeting on March 9, 2026, the Parks and Trails Advisory Board reviewed the proposed additional land included in the amendment and advised against the additional land sale due to potential impacts to the Red Mesa trail system.

The City Council considered a proposed amendment to the existing agreement on March 11, 2026, and did not approve it at that time due to concerns related to trail impacts. Councilmembers described the decision as one that required balancing recreation impacts with economic development considerations.

The Economic Development Advisory Board subsequently voted 5 to 1 in support of the proposal, citing its potential long term economic benefits.

The March 25 approval followed additional discussion and revisions to the proposal. As part of the revised terms, the amendment includes provisions related to trail planning and funding, including a 75,000 dollar contribution from the developer to hire a consultant to evaluate existing conditions and identify potential new trail opportunities on City owned land.

During the meeting, the Council also approved an amendment to the motion directing approximately 1.8 million dollars in proceeds from the land transaction to Parks and Trails capital projects. This amendment was approved unanimously.

The proposed resort project, referred to by the applicant as TanArena, represents a privately funded investment of approximately 150 million dollars. According to information provided by the applicant, the project could create approximately 150 to 200 jobs, with an average annual salary of approximately 60,000 dollars, and generate additional lodging tax revenue upon completion.
