Page, AZ – A referendum petition was filed on November 21, 2025, seeking to refer various issues to the voters, including Ordinance 744-25, and pause the proposed land sale related to a potential data center project. After completing the required review, the City Clerk determined that the filing did not meet the standards required under Arizona law and is ineligible to be placed on a ballot. Ordinance 744-25 was approved by the Page City Council on October 22, 2025 and authorizes a negotiated land sale agreement and begins a feasibility period for the proposed project.
The administrative review required by state law found that the petition sheets did not meet the filing requirements necessary for signature verification. Arizona law requires the official serial number to be printed on each side of every petition sheet before signatures may be accepted. Thirty-nine of the submitted sheets did not bear the correct petition serial number on the back, and the other two sheets listed an incorrect serial number on the back. State law also requires the title and text of the measure, in this case Ordinance 744-25, to be attached to the petition sheets, and the submitted sheets did not include this. Petition sheets that do not meet these requirements must be removed from consideration and cannot proceed to the verification stage.
Because these requirements were not met, none of the submitted signatures were eligible for verification under Arizona law. The City does not have discretion to accept referendum petitions that do not meet these filing standards, nor can the City ignore or overlook them. This determination is the result of a statutory administrative process.
As the feasibility period for the proposed data center project continues, additional opportunities for public input will be available as part of that process. In particular, there will be several opportunities for public participation during the required re-zone process.
